Assistant General Counsel Tennessee Department of State Administration/Capitol Staff

Mission: The mission of the Office of the Secretary of State is to exceed the expectations of our customers, the taxpayers, by operating at the highest levels of accuracy, cost-effectiveness, and accountability in a customer-centered environment.

Supervisor: General Counsel

Summary: Works closely with the General Counsel in setting office priorities and performing legal work for the Department of State. Supports the nine divisions of the Department of State on an as needed basis.

Duties/Responsibilities:

  • Provide general legal support and legal advice to the nine divisions of the Department of
  • Provide general legal support to the General
  • Research statutes, laws, and rules that concern the work of the Department of
  • Draft legislative proposals, amendments, and prepare analyses of proposed legislation.
  • Conduct administrative rule hearings and draft department
  • Monitor legislation and testify in legislative committee
  • Assist with drafting Attorney General Opinion
  • Provide litigation support for the Department of
  • Draft, review, and negotiate department contracts and request for
  • Analyze legal terms and conditions for potential
  • Assist the Public Records Request Coordinator in responding to public records
  • Performs other duties as

Minimum Qualifications:

Education and Experience:

  • Doctor of Jurisprudence
  • Licensure as an attorney in good standing by the Tennessee Supreme
  • Two years of experience in the practice of law or as a state government attorney
  • Legal experience related to business and charitable organizations

Knowledge and Abilities:

  • Excellent written, verbal communication, and problem-solving
  • Detailed and focused approach to assigned
  • Electronic legal research skills.
  • Must be a team player who is skilled at communicating effectively and tactfully with all levels of the department’s employees, public officials, the public, and other
  • Must have strong organizational skills, complete projects independently, and the ability to work on multiple tasks with varying deadlines.
  • Ability to speak before groups and testify before elected or appointed
  • Knowledge of operations of state and local governments, public administration, legislative process, and general research methods is preferred.
